To varying degrees, plants use the entire light spectrum to grow through the process of photosynthesis. In the early stage of sprouting the best choice for thick, stocky seedlings is blue light.
Blue led hydroponic grow lights are essential to get your plants off to the right start. Without enough light from the blue part of the spectrum, plants can become leggy and weak, a problem which, if not corrected, will mean little or no ability to hold flowers or fruit. Continued below.

Plants grown specifically for their foliage absolutely love blue lights. Ideally you would keep the plants 1-2 feet away from the light source and provide light for 8-12 hours a day - this is assuming that they are unable to get natural sunshine.
